We have some significant updates to share regarding changes to the Accredited Employer Work Visa (AEWV) and immigration settings that will impact our industry. Most notably, Scaffolders have now been officially recognised as a Level 3 trade by Immigration New Zealand (INZ)—a huge milestone for our profession!
AEWV Changes Coming in March 2025
In December 2024, the Government announced key reforms to the AEWV to provide greater flexibility for businesses and workers. The second phase of these changes will take effect from 10 March 2025, and include the following:
- Workers who previously missed out on visa extensions may now qualify – This is a major relief for those who were at risk of being sent home as early as April/May, ensuring workforce continuity.
- The median wage requirement is removed – Instead of a set wage threshold, employers must ensure they pay migrant workers at least the New Zealand market rate, ensuring fair and competitive pay.
- Labourers who upskill to Scaffolders can now access a full 5-year visa – Previously, AEWV holders in Level 4 or 5 roles could only stay for up to 3 years. Now, if a worker progresses to a scaffolder role, they can extend their visa up to 5 years.
- No more MSD engagement required for hiring Scaffolders – Because Scaffolders are no longer classified as a Level 4 skill, employers will not need to engage with MSD before hiring a migrant worker.
- Sector Agreements for below-median wage jobs removed – Jobs previously restricted under these agreements will now be treated the same as other roles of the same skill level, with no caps or time limitations on visas.

These changes provide much-needed certainty for our industry and ensure that skilled scaffolders have a clearer pathway to stay and work in New Zealand but there is much work left to do. We will continue advocating for further improvements, including Green List recognition and permanent residency pathways for our workforce.
